甲骨文开机器提示The following service limits were exceeded

刷了三天，出现过几次这个报错
The following service limits were exceeded: standard-a1-memory-count, standard-a1-core-count. Request a service limit increase from the service limits page in the console.
查看账户配额限制是四核24g，不知为啥开4h24g也出现这错误
有没大佬解惑下
